BOARD FOR CORRECTION OF MILITARY RECORDS

Application for the Correction of
the Coast Guard Record of:

Xxxxxxxxxxxxx
xxxxxxxxxxxxxx

FINAL DECISION
BCMR Docket No. 2002-104

SUMMARY OF THE RECORD

The applicant asked the Board to correct her home of record from Silverdale, WA, to
xxxxxxxxxxxxxxx, Jacksonville, TX, 75766. She alleged that she grew up in Texas and had
always intended to live there. However, when she enlisted in the Reserve, she was living with
her father, who as an officer in the Reserve had accepted orders to Washington. Therefore, not
knowing the true significance of a “home of record,” she listed her then current mailing address
at his house as her home of record on one of her enlistment papers. However, when she moved
back to Texas after she left extended active duty, she received no moving allowance and had to
leave all of her furniture behind because Silverdale was listed as her home of record. The
applicant submitted a letter from her father, stating that the family lived in Texas and that his
daughter had always intended to return to Texas with the family.

The Chief Counsel of the Coast Guard recommended that the Board grant relief. He
stated that every document in the applicant’s record except one shows that Jacksonville, TX, is
her home of record, and that he and the Personnel Command are persuaded that the entry of
the Silverdale address as her home of record on that one form was “a bona fide error.”

FINDINGS AND CONCLUSIONS

The applicant’s original enlistment contract shows a Silverdale address as her home of
record. However, the DD form 1966 she completed with her recruiter shows the Silverdale
address as her current mailing address and the Texas address as her home of record. She was
born in Texas, and her discharge form shows Jacksonville, TX, as her home of record. Accord-
ingly, the Board agrees with the Chief Counsel that the applicant’s request should be granted.

ORDER

The military record of xxxxxxxxxxxxxx, USCGR, shall be corrected to show that her
official “home of record” when she enlisted was xxxxxxxxxxxx, Jacksonville, TX, 75766. The
Coast Guard shall pay her the amount due as a result of this correction.

The applicant requests correction of item 7b (Home of Record) of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show her home of record (HOR) as Killeen, TX, instead of Miami, FL. Therefore, there is insufficient evidence on which to base correction of her records to show her HOR as Killeen, TX.
