BOARD FOR CORRECTION OF MILITARY RECORDS
Application for the Correction of
the Coast Guard Record of:
Xxxxxxxxxxxxx
xxxxxxxxxxxxxx
FINAL DECISION
BCMR Docket No. 2002-104
SUMMARY OF THE RECORD
The applicant asked the Board to correct her home of record from Silverdale, WA, to
xxxxxxxxxxxxxxx, Jacksonville, TX, 75766. She alleged that she grew up in Texas and had
always intended to live there. However, when she enlisted in the Reserve, she was living with
her father, who as an officer in the Reserve had accepted orders to Washington. Therefore, not
knowing the true significance of a “home of record,” she listed her then current mailing address
at his house as her home of record on one of her enlistment papers. However, when she moved
back to Texas after she left extended active duty, she received no moving allowance and had to
leave all of her furniture behind because Silverdale was listed as her home of record. The
applicant submitted a letter from her father, stating that the family lived in Texas and that his
daughter had always intended to return to Texas with the family.
The Chief Counsel of the Coast Guard recommended that the Board grant relief. He
stated that every document in the applicant’s record except one shows that Jacksonville, TX, is
her home of record, and that he and the Personnel Command are persuaded that the entry of
the Silverdale address as her home of record on that one form was “a bona fide error.”
FINDINGS AND CONCLUSIONS
The applicant’s original enlistment contract shows a Silverdale address as her home of
record. However, the DD form 1966 she completed with her recruiter shows the Silverdale
address as her current mailing address and the Texas address as her home of record. She was
born in Texas, and her discharge form shows Jacksonville, TX, as her home of record. Accord-
ingly, the Board agrees with the Chief Counsel that the applicant’s request should be granted.
ORDER
The military record of xxxxxxxxxxxxxx, USCGR, shall be corrected to show that her
official “home of record” when she enlisted was xxxxxxxxxxxx, Jacksonville, TX, 75766. The
Coast Guard shall pay her the amount due as a result of this correction.

The applicant asked the Board to correct his record by changing his home of record from XXXXXXXXX, New Jersey to XXXXXXXXXX, Kansas. He recommended that the Board deny relief to the applicant because the applicant failed to submit persuasive evidence that his home of record was incorrectly listed in his military record. The Chief Counsel stated that the applicant listed XXXXXXXX, New Jersey as his home of record when he enlisted in the Army in 1995 and listed XXXXXXXXX, New Jersey as his...

Regarding the applicant’s allegation (5), the Supervisor pointed to the following (see summaries below): a supporting a statement by the Deputy Commander; an e-mail from CWO X concerning the applicant’s “work ethic”; an e-mail from CPO Y to CWO Z about the applicant’s “very different work schedule”; and an e-mail from a lieutenant dated October 26, 2001, indicating that the applicant had skipped an important meeting with her and that CWO X and another member had told her that the applicant...

PSC recommended the following alternative relief: The applicant’s home address should have been entered into “Direct Access” to show [his Florida address] on February 1, 2009 to coincide with applicant’s move [to Florida]. PSC stated that on March 6, 2012, the applicant’s home address was corrected to the Florida address in “Direct Access.” PSC stated that although the applicant lived in Florida, he received BAH at the Michigan rate until March 6, 2012. of the RPM, “satisfactory participation” required attendance at 43 IDT drills and completion of at least 12 days of active duty or ADT, which was known as the annual training (AT) requirement, during an anniversary year. Applicant’s orders … correctly applied this 120-day rule because the duty occurred within the 120-day period after AY98 terminated.” CGPC stated that the orders show that the applicant’s ADT in April 1998 allowed her to meet her AT requirement for AY 1998 even though it...

VIEWS OF THE COAST GUARD On September 1, 1999, the Chief Counsel of the Coast Guard recommend- ed that the Board deny the applicant’s request. Under the JFTR, the Home of Record is defined as “the place recorded as the home of the individual when commis- sioned, appointed, enlisted, inducted, or ordered into the relevant tour of active duty.” The Chief Counsel explained that the purpose of having a Home of Record is “to determine the extent of the member’s entitlement to travel...

… On September 17, 1999, the Commanding Officer of Group Xxxxxx wrote a letter to the Commandant (G-WPM), asking that the applicant be paid BAH and a cost-of-living allowance (COLA) for the 180 consecutive days of active duty she performed from October 1, 1998, through March 29, 1999. The fact that the total funding eventually received allowed the Applicant to remain on ADSW-AC for 180 days is inconsequential.” The Chief Counsel argued that the record indicates that it was the Xxxxxx...

Application for correction of military records (with supporting documents provided, if any). The applicant requests correction of item 7b (Home of Record) of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show her home of record (HOR) as Killeen, TX, instead of Miami, FL. Therefore, there is insufficient evidence on which to base correction of her records to show her HOR as Killeen, TX.

The applicant further argued that SN A’s CGIS statement was not credible because it contained inconsistencies with her subsequent statement to the PIO or with the statements of the other witnesses. She stated that she saw 3. SN B who was allegedly involved in homosexual acts with the applicant stated to CGIS that SN A was attracted to the applicant, but the applicant was not interested.
